Appointments to Committees and Outside Bodies

PURPOSE OF THE REPORT

To enable changes to appointments to Outside Bodies to be considered.

2.0 YORK AND NORTH YORKSHIRE COMBINED AUTHORITY – OVERVIEW AND SCRUTINY COMMITTEE
2.1 Councillor Richard Foster has stepped down from the YNYCA’s Overview and Scrutiny Committee since becoming Executive Member for Managing our Environment.
2.2 It is now recommended that Councillor Derek Bastiman be this Council’s nomination to the vacant seat on the YNYCA’s Overview and Scrutiny Committee.
3.0 AIREDALE NHS FOUNDATION TRUST COUNCIL OF GOVERNORS
3.0 The Executive appoints to the Airedale NHS Foundation Trust Council of Governors. Following his appointment as Executive Member for Managing our Environment Councillor Richard Foster has stood down as the Council’s representative. It is now recommended that Councillor Andy Solloway be appointed in his place.
4.0 HUMBER STRATEGY FORUM and
RAIL NORTH
4.1 The Executive also appoints to the Humber Strategy Forum and Rail North. Following his resignation from the Executive Councillor Keane Duncan has resigned as the Council’s representative on these two bodies. As these are portfolio holder appointments it is recommended that the Executive Member for Highways and Transportation be appointed as the Council’s representative on these two bodies.
5.0 VALE OF PICKERING INTERNAL DRAINAGE BOARD
5.1 The Executive appoints to the Vale of Pickering Internal Drainage Board. The Council is entitled to appoint to five seats on the Board, one of which is currently vacant. It is now recommended that Councillor Joy Andrews be appointed to the vacant North Yorkshire Council seat on the Board.
6.0 YORKSHIRE PURCHASING ORGANISATION MANAGEMENT COMMITTEE and YORKSHIRE PURCHASING ORGANISATION PROCUREMENT HOLDINGS
6.1 The Executive also appoints to the Yorkshire Purchasing Organisation Management Committee and Yorkshire Purchasing Organisation Procurement Holdings. Councillor Greg White is the current appointment to these bodies. It is now recommended that Councillor Derek Bastiman be appointed as the named substitute on the Management Committee in place of Councillor Angus Thompson.
6.2 It is also recommended that a substitute be created for the Procurement Holdings and that Councillor Derek Bastiman be the named substitute on the Procurement Holdings.
7.0 IMPLICATIONS
7.1 There are no equalities, finance, legal or climate change implications arising from the recommendations in this report.

RECOMMENDATIONS
That the Executive recommends to Council that Councillor Derek Bastiman be nominated to the vacant NYC seat on the York and North Yorkshire Combined Authority’s Overview and Scrutiny Committee.
That the Executive appoints Councillor Andy Solloway to the Airedale NHS Foundation Trust Council of Governors.
That the Executive appoints the Executive Member for Highways and Transportation to the Humber Strategy Forum and Rail North.
That the Executive appoints Councillor Joy Andrews to the Vale of Pickering Internal Drainage Board.
That the Executive appoint Councillor Derek Bastiman as the named substitute to the Yorkshire Purchasing Organisation Management Committee and that a substitute be created for the Yorkshire Purchasing Organisation Procurement Holdings and that Councillor Derek Bastiman be appointed as the named substitute. |
